When someone shot and killed Fernando Ángeles Juárez outside his home in the Mexican town of Ocampo recently, in the state of Michoacán, many fingers pointed at the local cops. He was going to stand for election as mayor of Ocampo, a small village of around 25,000, on 1 July.

Michoacán’s head of police tried to arrest Ocampo’s police chief, Oscar González García – but was chased away by other Ocampo police. So the state police head did the only possible thing – and arrested all 27 of Ocampo’s cops, who are now under investigation for murder and associated crimes.
