Busi Mkhwebane, South Africa’s public prosecutor, has published a 300-page report into the costs of Nelson Mandela’s funeral in December 2013 in Eastern Cape province, alleging the misuse of millions of Rand and accusing officials in the province of pocketing money and inflating costs.

Invoices were issued by the African National Congress (ANC), money was paid, but “services were not rendered” she says.
